Can IP use hardware MAC addresses instead of the IP addresses? Why or why not?

A MAC Address which is also known as a Physical Address is a device identifier which represents a unique device address for the purposes of communicating with other devices(like Printer , Pc,Tv anything) on a network.whereas IP address is a numerical value assigned to each device which are in a computer network that uses the Internet Protocol for communication. It solves two purpose one is host or network interface identification and second is location addressing
Now why we cann\'t use MAC address instead of IP becuase ,the source and destination IP addresses sitting in the IP header never change during the duration of the trip. In other words, as the data packet traverses the network, both the source and destination IP Addresses are static. They don’t change.But the MAC addresses headers are constantly being changed.Every time the packet is passed from one router to the next, the MAC address header and trailer is stripped from the packet and replaced with a new set.
