Let the width be x m

Length = 2x + 1

Area = width * length

or, 28 = x * (2x + 1)

or, 28 = 2x2 + x

or, 2x2 + x - 28 = 0

or, 2x2 + 8x - 7x - 28 = 0

or, 2x * (x + 4) - 7 (x + 4) = 0

or, (x + 4) * (2x - 7) = 0

or, 2x - 7 = 0

or, x = 7/2 = 3.5

Width = 3.5 m

Length = 3.5 * 2 + 1 = 8
