It is often believed that the Federal Government has unlimited jurisdiction. Go back to the Constitution and read Article I Section 8. Begin this Discussion by:

1.Identifying anything on the list that surprises you, and why.

2.Identifying anything that is not on the list for which, in your experience, you know there is Federal involvement.

Solution

1) The one thing we surprises is the specific mention of allocating power to the Congress to raise naval forces. It is felt that the with the allocation of power to congress to raise armies would include all types of military forces and no special mention would be required to include navies or other units.

2) The section 8 does not explicitly mention that Congress has the power to establish Air force but we know that United States air force has been established by federal government and is administered by them.
