Changing unhealthy behavior is not simply a matter of “willpower.” Individual behavior has biological underpinnings and consequences and is influenced by the social and psychological contexts in which it occurs. While biological interventions and exhortations to individuals to change their behaviors are easier to administer, changes in social factors, policies, and norms are necessary for improvement and maintenance of population health. Much can be learned as states change cigarette taxes, create controls on public advertising for various products, and increase or decrease opportunities for exercise during the school day or as communities implement or eliminate walking and bicycle paths. Such social and policy decisions are rich opportunities for learning about behavior change and health.
