Q1.Since DNA is negatively charged and it will move towards positive charge, hence close to wells it will be negative charge and farther from the well will be positive charge.
 According to chegg minimum protocol guidelines I have to answer just the first full question but as a courtesy i will answer few more.
 Q2 No if the polarity is reversed dna will get out of wells into the electrolyte solution and hence bands wont be resolved .
 Q3. Smaller fragments will move more quickly and hence will be farthest from the well, where as bigger heavier particles will have less mobility and hence will lag behind smaller particles closer to well.
