we can say that L = 3 feet and W = 7 feet

he needs 2 ounces of fertilizer per square foot for the garden to flourish

we know that the area of the rectangular garden is given by,

A = LW feet2

so total are of the rectangular garden is,

A = 3*7 feet2

A = 21 feet2

and as given he need 2 ounces of fertilizer per square feet for the garden to flourish

we can say that if he requires 2 ounces of fertilizer per square feet for the garden to flourish then he requires 21*2 = 42 ounces per 21 sqaure feet for the garden to flourish.
