all the sources to terrorism are illegal only. the terrorist groups will collect required funds from different communities and people. the major source is collecting funds from oil producers by blaming them. and some other sources are donations from their followers and some political parties even some natinos and from their governements. officially no party or no government will accept for it, but indirectly they encourage it for their self benefit.

best example is Al-qeada, Pakistan was encouraged the group to attack indian civil and millitary sources, and now they are doing the same in Pakinstan itself and even in the rest of the world also. even ISIS was started as a regional objective and now it becomes a major threat to the rest of the world.
