Solution

Testing of Anti-Malware products can be conducted through virtual Machines. We can setup 4 to 5 virtual machines each infected with two or three malwares and then install an anti-malware program into the infected virtual machines.

Finally use the program to remove the malware. If it gets removed, then the testing of anti-malware program is successfull.
