the net reaction is as follows:
CuCl2 + 2 NAOH = Cu(OH)2 + 2 NACl

when OH is added the reaction will go in the forward direction and the blue color is observed due to the more abount of reactants that the product. More number of OH would be avalable in the solution to react with the CuCl2 to form product.
(B)
when H3O is added to the solution the Cu(OH)2 formation will be surpreseed as the more amount of NaCl would be available due to the reaction of H3O and NaOH. This makes the less avalablility of the reactants and the reaction will shift to the reacts.
