Firstly, the enlightened ruler will not deliberate upon the military plans. This will burden the general with the task of both deliberating the plan and executing. The eductaed and enlightened ruler is prudent and should look after the planning aspect and the general sees to it that the plan is well executed. This will keep the state preserved.
