There are many reasons to block entire IP range. Various reasons can be identified as below :

1) Intra Department Access : Internal department uses particular IP ranges for ex. IT department uses 192.168.10.21 to 192.168.10.45 , os prevent the access of this particular department to other department PC we can block entire IP range.

2) Prevent attacker. Sometimes it happens when attacker uses different IPs to attack sensitive server with specific IP range.

3) Site spammer and scrappers. They attack on a particular website and down the servers also changes/thieves the content/information of the site which may be sensitive.

These are some global reasons to block entire IP range.
