It happens because of static electricity.
Static electricity is the result of imbalance between negative and positive charges in an object. These charges can build up on the surface of an object and therefore these objects are attracted towards oppositely charged objects.
Rubbing the rubber hair comb or abaloon against hair or woollen fabric create static electricity on the surface of hair comb or baloon. Thus the comb or baloon acquire electric charge. When brought near the neutral object surface ( paper bits in case of comb and wall in case of baloon), the electric charge on comb or baloon polarizes the neutral object surface (part closer to it) This polarization creates opposite charge on surface of the near object and therefore there develops attraction between the comb & bits of paper and between baloon & the wall surface.
