If we see cost of pure wster bottle it most of the time exceeds the cost of raw peanuts.

Pure Water becomes scarcier as its purity increases whereas no one in Bars is interested to demand less raw peanuts

Pure water is highely demanded while using alcohol pegs at the other end there is no such demsnd for peanuts

Hence scarcity and useability makes water chargeable but not the peanuts
