with identical car , velocity will be exchanged that is we will return with same speed so change in momentum =2mv

but

due to collision with concrete wall with NO GIVE .

velocity after collision becomes zero so change in momentum =mv

where v is initial speed , and m is mass of person .

we can say that change in Momentum is more for car thus impulsive force will be more by car than concrete wall.
