He has teamed up with the CEO to gain from the toxic assets.

Sam Rogers is the floor head. The source of power for Sam is also positional power (also known as legitimate power). The power that he enjoys is due to his position as floor head in the hierarchy. The influence tactics that Rogers uses is a mix of personal appeal and rational persuasion. He brings out the rational that dumping toxic assets will increase the risk. He uses the tactics of personal appeal to reduce the quantum of layoffs.
