a) The modulation technique in the first diagram is Bandwidth Efficient and the modulation technique used in the second diagram is power efficient.

b) The first diagram indicates M-PSK modulation and the second diagram is a M-FSK modulation.

Increasing M increases BW efficiency and also increases Bit Error Ratio for MPSK. Power-Decrease by log2(M/2).

Increasing M decreases BW efficiency and also decreases Bit Error Ratio.
