The factor of safety basically depends on the type of application and kind of load on the component or structure. For example in aerospace the wind velocities may vary and the loads of the wings or any outer part of the aircraft will be subjected to fluctualting load in that case the factor of safety will be kept around 1.5 to 3. Basically we dont want the system to fail hence we do have the factor of safety. In constructions of bridges the factor of safety in around 10 since lot of vehicles can get stuck in bridge and the bridge must be ready to sustain that kind of load on it. Generally the factor of safety varies from 1.5 to 12.
