yes its true , we can say we have perfect relation between X and Y because r is the correlation coefficient which takes values in the range -1 to 1 alone

if we have r=1 we have perect positive correlation and is -1 we have perfect negative correlation

i.e perfect negative correlation means when X increases with ome rate , with the same rate y decreases.
