If you reject it and it was genuine then you will be state of making your customer angry and in case its fraud and you accept it then you have put your customer\'s money at stake.

Yeah customer would bear a delay in approval process if it turns out to be fraud/identity theft as no one wants to be become victim of any sort and when it comes to monetary impact or identiy which is above all anyone would like to be more cautious and if it requires some amount of delay then it should be fine.
