Closed loop and open loop systems in power plant are the terms used in the power plant water systems just to indicate whether the same water is being recirculated for the next cycle or not.
So open loop means the water used in the previous cycle is not used in the next cycle.
Similarly closed loop term means the water used in the previous cycle for cooling is used in the next cycle by cooling it down using a condensor or cooling towers are are used again.
