Let the side of the square picture frame be x inches. Then the perimeter of the picture frame is x + x + x + x = 4x inches. Since x varies between 9.9 inches and 10.1 inches, we have 9.9 x 10.1 so that ( 9.9)*4 4x (10.1)4 or, 39.6 4x 40.4 or, 39.6 P 40.4
