Solution

Rule is that minutes needle when it is at 35 minutes, form an angle of 210 degree at the center, running clockwise.

Now as 1 degree = 3.14/180 radian =0.01745 radian

so 210 degree= 210 x 0.01745 = 3.665 radian

Now as length of arc = angle at center ( in radian) x radius

= 3.665 x 5 = 18.33

so needle covers total 18.33 inch.
