Hypothesis testing: A government report claims the proportion of lung cancer cases that are caused due to smoking is 87%, I get that my Ho is = .87 and my Ha is not = to .87 , My level of significance is .05, I get lost here : find the test statistic , find the P value , Decide rather to reject the null hypothesis , interput the decision in the context of the orginal claim.

Yes, we cannot solve unless sample data is given. Test statistic is calculated using sample data. p-value can only be calculated from test statistic. If p-value is less than alpha = 0.05, we reject the null hypothesis. Hence nothing can be done here.
