No of groups =2
Names = A and B
No of persons = 6 and 11
Group A has 2 options to vote or veto if noone abstains.
Group B has 1 option to vote.
On the whole only 9 persons say yes, rule will be implemented.
Group A has two options vote or veto.If p is success of vote then p =0.5
Group B has only two option to vote, or not to vote. Here also p =0.5
Thus separately Group A persons voting, and group B persons voting follow a Binomial distribution..
