Nevermind, I came up with the answer myself.

Solution

No of groups =2

Names = A and B

No of persons = 6 and 11

Group A has 2 options to vote or veto if noone abstains.

Group B has 1 option to vote.

On the whole only 9 persons say yes, rule will be implemented.

Group A has two options vote or veto.If p is success of vote then p =0.5

Group B has only two option to vote, or not to vote. Here also p =0.5

Thus separately Group A persons voting, and group B persons voting follow a Binomial distribution..

Thus 9 persons can be

II.

3 from group A and 3 from groups B abstains from voting.

From A From B no of ways
6 3 11C3 = 165
5 4 6C5 11C4 = 1980
4 5 6C4 11C5 = 6930
3 6 6C3 11C6 = 9240
2 7 6C2 11C7=4950
1 8 6C1 11C8 = 990
0 9 11C9 = 55
Total of all above.= 24310
