explanation -Locus is a set of points which is equidistant from a given point or a set or points.

so the locus of the circle c would be its centre M and the locus of a line is the per[pendicular bisector so for line k there would be many points and one of which would be the centre M because from M we can draw a perpendicular to the line k because tangent meets the cirle at 900 , so for circle and line the common locus would be the centre of the circle M.
