I would explain this in a much simpler way.

For the first equation first let me take 4 * pi on to the numerator side. So the equation turns out to be as

s = 0.08 Q * (W /T) (u)

and the second equation is as it is.

Now the main difference here is the constant value. In first case it is 0.08 while in the other it is 114.6

Now assuming the Q, W and T values remain the same for both the cases, we can easily say that the increase in the value of s is more in the second equation than that of the first.

For example, try to calculate s when Q =1 , W =1 , T = 1

In first equation , s = 0.08 (u)

while in second it is s = 114.6 (u)

I guess that explains.
