we are given y-4=5/2(x+3)    

we see that we have slope = 5/2

since w e need to find an equation perpendicular of it

so slope of normal will be m=-2/5 and passes through ( -7,8)

y-y1=m(x-x1)

y-8=-2/5(x+7)     that   would be our new equation in slope point form

y-8=-2/5x-14/5

y=-2/5x-14/5+8

y=-2/5x+26/5    answer
