 one piece was placed in the furnace at 1000F for 20 mins
 the other piece was placed was placed in the furnace at 1600F for 20mins.

1.Yes, Quenching is a hardening process where material is heated up at elevated temp.with desired physical properties and cooled down abruptly to room temp. In case of Iron , Larger temp. range allows more Martensitinc (RC 65) Transformation of Austenite (Gamma) and therefore material heated to 1600 F is more harder than 1000 F. .However Quenching is always followed by Tempering to reduce the hardness and brittleness of material .
