Phase 1 Problem definition and planning

The first phase in the operational analysis planning consists of observing the problem environment . The activities that constitute these steps are observation , conference , research etc. With the help of these activities sufficient support and information is obtained to formulate the problem . Then the problem is defined and the objectives and limitations of the study are stressed in the light of the problem . The end result of phase 1 is a clear grasp of need for a solution and understanding its nature. Then a model is constructed . A model is representation of some real or abstract situation . The models are usually mathematical models representing systems , processes or environment in the form of equations

Phase 2 Data Collection and Analysis

Data collection used in operational analysis planning is termed either \"primary\" or \"secondary\" depending upon whether it was collected specifically for the study in question or for some other purpose. When the data used in a operational analysis planning study was collected under the control and supervision of the investigation, such type of data is referred to as \"primary data\".
