Solution

The number of spades in a deck of 52 cards is 13. The number of cards with 7, is 4, one of which is 7 of spades, and hence, already counted. Thus, the total number of spades and cards with 7 is 13 + 3 = 16. The number of the cards which are neither a spade, nor a 7 is 52- 16 = 36. Thus, the probabilty of drawing a card, which is neither a spade, nor a 7 is 36/52 = 0.69231 ( approximately)
