Why are there debates over “modern federalism?”
Solution
Modern federalism is a very complex concept. It is very different from its original concept. The non-military services provided by by local and state government are overlapped by those provided by federal government. The debate is over the meaning and structure of this modern federalism. This debate is between the liberals and conservatives on whether the programs operating on local level are closer to lives of the people and they are managed properly or not.
