Solution
1. The interaction is in between the boy and the wheel(the system) internally, and no external torque. So angular momentum will remain conserved. So if he tries to give the wheel a CW angular momentum thn he will be rotating CCW with equal magnitude angular momentum.
2. Here before sitting on the stool the system has a angular momentum, say CW. When flipping the angular momentum will remain conserved, so finally when he makes the wheel rotating CCW, he will be rotating CW.
