Looking at the binary math shown, this definitely is an adder circuit. This is a simple BCD adder.

Since the circuit shown has three Integrated circuits: It can be broken down into three parts:

1) BCD adder( like IC 7483)

This adder has 8 inputs: 4 for A and 4 for B.

A+B=S,C

S=Sum, C=Carry

2)BCD Adder: The carry if any is added by the next BCD adder IC( Again a 7483 IC can be used)

3) Here the IC is definitely a BCD to 7-Segment LED driver: the LED state is dependent on what the BCD outputs are from the second IC 7483.

The other components are the switch which is used to set the parameter 0011 and 0001 respectively and 7 segment -LED.
