IF B is 70o couter clock wise with verticle

Then the angle made by B with y axis is 70 and the y component in frame (a)

                  By = 7.8 cos(70) = 2.667 m

and           Bx = -7.8 m sin(70)= -7.329 m is along negative x axis

          Bx,By in a coordinate system = -7.329m , 2.667m

b) since the cordinate system b is already tilted 30 with the verticle ,

then vector B will make 40 with with y axis in b cordinate system ; we have B = 7.8 m

                      By = B cos(40) = 5.975 m

                    Bx = B sin(40) m = -5.013 m

                                          Bx ,By = -5.013 m, 5.975 m
