ANSWER:

Using an actuator, try to get the inputs about the current speed to the DSP. Calibrate the motor to know the voltage to be given for a specific required speed.

Write a programme on the DSP, to take the input regarding the present speed and then give out the voltage to drive the motor .

Basically, what I told you is a complete SW controlled speed controller.
