The travelling cost and a small amount of time will be invested by a contractor. Until the contractor decides to bid, its commitment in terms of money and time will increase.
b.Deciding to acquire a set of the drawings for further consideration?
If the contractor decides to take the drawings to his home office before he decides to bid, then he would invest on the costs mentioned above plus the purchase of each set of plans.
