To Calculate Discharge, Q as per Darcy-Weisbach equation,

hf = fLV2 / 2gD

     = fLQ2 / 12.1D5

then, Q =(hf*12.1*D5/f*L)1/2

therefore, for length CE, QE = (650x12.1*15)/2000)

                                         = 3.93 cubic foot.

               for length DE, QE = (650x12.1*0.675)/1000)

                                         = 1.06 cubic foot.

As given in the question itself the ground elevaiton at E is 650 ft, then HE = 650 ft.
