Solution

The death penalty disregards mental illness & morally unacceptable to the people such as convicted offenders who have been found to be legally sane but mentally ill.   The capital punishment of death penalty to convicted offenders with mental illness or those who are legally sane are prohibited by international law. There are some constitutional protections implemented in the USA but a variety of “mentally ill prisoners” was previously executed. Therefore, as per human rights, death penalty is unfair & arbitrary for legally sane but occasionally schizophrenic and manic prisoners. These offenders must be kept under complete surveillance with a life- long imprisonment.
