There are two 12V batteries connected in series which provides 24V to a motor. The control circuit and other devices are powered by one battery at 12V. The 12V battery connected to the 12V devices drains faster than the other battery. Is it better to:

Option 1: Design a battery balancing device so both batteries drain equally

Option 2: Connect both batteries in parallel (which is 12V) and step up the voltage for the 24V motor

Solution

I think option 2 is best choice.it can be stepped up by using choppers.

Due to both batteries are connected in parallel,both will be drained equally.

battery balancing device designing is however impossible,whereas one possiblity is there,one battery with high mah rating and other with lower one.high rating one supplies both loads.the mah rating of higher one should be selected in such a way to meet the both load and control circuitory
