This statement is inaccurate, because HIV has ability to mutate and reproduce itself. When HIV infection occurs then the starting virus replicate its genetic material and produces different new virions strains. These new virions may have different genetic constitution due to mutation occurs in HIV during replication. These mutaions make new viral strain, resistance to the antiretroviral drugs. Since mutation and reproduction are the peculiar property of HIV, these continously goes on regardless of presence or absence of antiretroviral drug.
