The sample size is more important in this case for drawing a sample from a population. This is because as the sample size increases the sample tends towards the population and we could get a better inference about the population. On the other hand the fraction of the population sampled is not much of interest as it only deals with the sampling fluctuations which decreases as the sample size increases.
