The power plants are machines that provide energy (electrical energy) parting of the mechanical energy provided by an electrical motor or a turbine an many cases (that energy can be measured in terms of generated power (KW)).
In the case of a turbine is moved by many types of combustibles, any case, a turbine can be moved by Diesel Oil or Heavy Fuel oil with no problems in that case I expose the next arguments:
Efficiency:

Despite this, the overview mantains the Power generated, Electrical Efficiency and the Heat rate in the turbine, so in terms of Efficiency that\'s no great difference.
Cost of Investment:
In this section we can defined three parts:
Initial Investment: The initial investment is the same in all cases because the machine is the same, that plant is the same in every cases.
Combustible investment: in this case the Diesel is more expensive than the Heavy Fuel Oil. The Heavy Fuel oil is heavier in terms of chemistry composition so the carbonated chains are longer than the diesel, the viscosity is greater in the heavy fuel Oil.
Maintenance Investment: The heavy Fuel Oil plant is cheaper than Diesel plant but the maintenance in greater because the combustible is more heavy than the destilated combustibles. The HFO plant generates many residues and the maintenance is more frequently in this plants.
Operation: The operation in this case is the same the only difference is the maintenance frequency in the plant.
The Diesel is lighter than HFO. The Diesel is a destilated Combustible and the HFO is a residual Combustible.
The HFo generate many \"trash\" (residues) wich to his composition and production.
