For desired bitrate wil be,

Desired bit rate= (image width)*(image height)*(frame rate)*(motion rank)*(0.07 )

When the width and height will be expressed in the pixcels and motion rank is an interger that will be in between the 1 and 4.

IF we considering the width is 16 and height is 9,

The desired rate will be=

1080*720*24*2*0.07=261236= 26 kbps,
