The code of ethics described in the Link provided in the Question above describes well the practices that needs to be followed adherently.
This clearly says all about being responsible about what we make as an innovation that are delivered to the customers.
Now considering the case of the Paradyne Computers following things are proposed by the company:-
1) It will be delivering the systems that allows the connection to the centralized database.
2) It will deliver the systems which are defect free, and hence use of any of them will not have any errors/problems.

Ethical Issues that are discussed in the Research Paper:-

1) There is lot of the difference between what you promise and what you deliver. This is exactly what happened to the Paradyne Systems that promised to provide the system with the desired functionality in the given time frame.Advertising is the different thing because the company do not have any time line to release the product to the market. It is just a vague picture of what the product will be, not the exact product. But while we are signing a bid to the company, it is clearly make understandable that the product will be delivered in the working condition in given time frame.
Whatever difficulties and the problems exist afterwards are dealt with the company itself, and to be considered alter on whether it was considered while signing the agreement.

2) It do not meet the SSA requirement of the the existing system because, it is clearly onto the hands of the Paradyne systems to deliver the product which do not produce any error while functioning. However, whatever the systems that were used to form the final system, were not thoroughly tested before the delivery.There could have been possibility of filing a case to the Paradyne system for not following up with the agreement.

3) The systems should have been tested before the entire delivery to check whether all of the product will be working fine. Initial test if disqualifies in case, the entire process should be freezed to carry out the inspection for other systems that are supposed to be delivered.

4) It totally depends on the company which requires the service. It is upto their relations with the company from which the products are supposed to be delivered.
But if we think of the better service, then certainly the bid should have been revoked and given it to the other bidders.
