With the current flowing in direction shown in figure. the magnetic flux through the rectangular loop is directed into page. If the current is decreasing in time, the change in flux is directed opposite to the flux itself. The induced current will then flow clockwise around the loop, producing a flux directed into the page through the loop and opposing the change in flux due to decreasing current in the long wire. So the answer is LTR. from left to right across resistor.(clockwise)
