sodium hydroxide is a strong base . It extract all carboxylic acids, alcoholsa and phenols in to aq. layer.

Ar-OH + NaOH .........>>>> ArONa + H2O

RCOOH. + NaOH .........>>>> RCOONa + H2O

But sodium bicarbonate is a strong base a weak base . it only extract carboxylic acids into aq. layer.

R-OH + NaH CO3 .........>> no reaction

Ar-OH +  NaH CO3 .........>> no reaction

RCOOH. + NaH CO3 .........>> RCOONa + H2O
