Conductors, by definition, can carry charge. If it is not located within the volume, then where is it located?

For the conductors , as the electric field inside the conductors is zero in a steady state . the charge can\'t reside inside the volume of the condutors,

the charge on the condutor reside on the surface of the conductor.

hence, the charge is located not on the volume but on the surface of condutor.
